Yes, quality of service (QoS) is a bit-pipe function as you say (although I'd hardly trivialize its implementation on a network of this size, or any size for that matter), like just about anything else you can append to a network, short of providing actual program content. After making the assumption that they also provide mail and directory services, wouldn't you then say that providing security, accounting, access control, even content caching and distribution were also adjunct functions to providing bit- (okay, maybe byte-) pipe functions? OK, caching and some of the other processes I mentioned are stretching my point a bit ;) , but it is likely that they are being provided, as well, even if they're not mentioned in the article.

What would have have them provide or perform for the customer and have them still be considered a LEC? Good point, by the way, and a topic that fits in nicely with a carrier services survey I'm considering doing. Later.
