President CLinton tried to do something about the gouging but the oil business had become deregulated, remember? and the only cooperation they need give the White House is voluntary. That is why somebody needs to re-regulate these guys. Also, with Bush-Cheney (two of their own) running, they became openly obstinate against Clinton and Gore, the first time the oil-power business has ever been so united and so political. Clinton's one choice was to release reserves from the national strategic reserves. The GOP criticized him for thynking about this saying it was for wars only.

Bush and Cheney openly lied and said the energy crisis was market driven and the fault of environmentalists who were limiting drilling in sensitive eco systems. Cheney also took the opportunity to lobby for more nuclear and coal plants. Cheney has made a ton of money from the power industry. His plan was to get US tax-payers to shell out tens of billions to Halliburton and Bectel to build hundreds of new power plants. But then Jeffords switched parties and suddenly the energy crisis was gone. Why? Subpoena powers suddenly with Democrats. It was all a phony ripoff just lime it is again now.
