I can't help thinking that a lot of the "cost" is actually caused by delays and red tape as activists do everything possible to block construction.

The problem with this argument is that plants aren't being built anywhere. Surely the ferocious opposition doesn't cover every inch of the land. Lots of places would love to have the property tax revenue - for deluxe schools, etc.

A significant factor in the cost of nuclear plants is the redundant safety systems that must be built in. I don't think you'd want to go without. A single accident that kills people would spell the end of nuclear power in this country.

It's also difficult to site plants because of the necessity for a workable evacuation plan in the event of an accident. In populated areas, it can be impossible to get people out quickly. I believe that was the reason for the demise of a New England plant under construction some years ago.
