The Phoenix Program used SEALS as assassins up the Mekong River, exactly where Kerry was serving. So he was there and he saw it, or at least heard about it. These SEALS were ordered to execute people in extreme fashions, leaving their mangled corpses for others to see for the shock value. It was in fact a terrorism operation, though as part of an overall guerilla war under the CIA. It was also very effective I heard. I'm not even saying I'm totally against it.

Kerry was also refering to atrocities as any time non combatants were open fired on or bombed or napalmed. This happened thousands of times. Nowadays we are more careful. No smart bombs in those days.
