I personally think there is a good chance that Osamma was allowed to escape in return for a bribe. We know for a fact that the Northern alliance did the bidding of whoever paid them the most. The Tora Bora fiasco was Rumsfel's fault but the buck isn't supposed to stop there. Junior picked the wrong man for the job just like all of the inept people he picked with the exception of Powell.
