There is a distinction associated with your presumption (non-fact). Nothing is final until it actually happens. The distinction is that the intelligence confirmed for him that he was on the right path. It was not the only confirming bit of information in making a decision about this extremely complex problem but it is one of the few that parsing politicos find useful.

d'ja hear, he also used someone's shirt tail to clean his glasses when the producers and aids came on stage to spruce up the stage, Letterman, and his guest during a break at the Letterman show. I'm surprised he's not in prison or impeached for that one.
