However, you also have to consider plant efficiency. Consider NYC for example. Lets say Con Edison wants to
build a coal fired boiler with scrubbers and all the latest pollution controls to supply their steam heating system which is one of the world's largest. The boiler efficiency would be about 90%. They also decide a install the new stack heat recovery system and efficiency of 98% is achieved. This new plant is 3200 MWt so it's a big plant. This means 3200 MWt (megawatts thermal) of oil and gas can be saved and will not be used to heat New York.

At the planning meeting Keyspan approaches Con Edison and proposes to install 2 800 MWe steam turbines at the new
plant. Keyspan wants to close units 1-2-3 at their Ravenwood plant in Queens which burns #6 oil and natural gas. These units is about 35% efficient hence 2/3 of the heat produced in the boilers is not used. Thats even more oil and gas that can now be saved. The new planned plant now will be 2 2400 MWt boilers producing 1600 MWt of heat and 800 MWe of electricity each.

Sounds like a really good plan right? The fact is that plants like this provide heat, hot water and electricity in cities in other parts of the world.

So basically it's not just clean coal that can save imported oil and gas. It is also the efficiency of the plant.
