but they are among the least generous when the size of their economies is taken into account.

Japan already wallowing in national debt Scott.. 140% of their annual GDP, to be specific.

The US, gives a tremendous amount in other indirect ways, such as through miltary support and other programs.

But needless to say, the US economy is SO large that for it to just give money to non-democratic regimes to be squandered by corrupt governments is also not condusive to development.

Smaller nations spend less on their militaries so they have more to donate as a percentage of their GDP.
