Again you are lying blatantly. Bush Sr. was the one who cut the military and CIA because after the Cold War we frankly didn't need half that stuff anymore. Plus reagan's build-up had resulted in a huge deficit, not as big as GW's but huge. Cheney was one of the ones who boasted about the "peace dividend" which he and other Republicans supported, including massive base closings and strategic weapons cuts. Kerry and Clinton were just part of that process to transform the military from Cold War to post Cold War. The current military was built during the Clinton years.
