Payroll taxes are about 40% - Much, Much higher than WW2.

The laffer curves demonstrate how much revenue you get from various tax rates. The theory is that at some optimal rate, revenues are maximized. That optimal rate is not a 100% tax. In fact at at 100% tax rate, revenues are in fact zero. Nobody does any work except to stay alive at such rates. At such rates it actually takes a Stalinistic approach to get people to do anything at all. Thats no tax and revenue system at all. At 0% tax rates, revenue is also zero.
