Some care, but not great care. In the Iraq war, for example, there were dozens of bombing raids aimed at "leadership targets".

The important difference is that, unlike WWII, we have chosen not to deliberately target civilian populations. And even during WWII, the US relied far more upon pinpoint bombing in Europe to attack military and industrial targets. It was only in Japan that we deliberately targeted civilians. But even then, that was because the Japanese relied heavily upon cottage manufacturing, with nearly ever civilian conducting some form of war production in their houses. Thus, the logic dictated that these civilians were using their property for war production and thus, were legitimate military targets.

But I see that Zaqawi claimed responsibility for the two car bombings that killed numerous Iraqi civilians over the weekend..

That IS a deliberate targeting of civilians.
