That's why the Arabs (except for Jordan) made sure that the refugees had to stay in the "camps" (long since permanent cities) by not letting them move or get work papers.

Why weren't they allowed to return to their homes? Because it would have upset the ethnic balance, i.e. an overwhelming Jewish majority, that Israel was trying to create. Hence the Arabs in Gaza and the West Bank were included in the "Land of Israel" but excluded from the "State of Israel". To be sure, the neighboring Arab states were not interested in helping Israel to cleanse its territory of non-Jews.
