Democrats indeed did make gains during the 1998 mid term elections. Democrats won 5 seats (very unusual, but not exactly a rout) in Congress. However, I think, the Congress voted to indict President Clinton of 4 counts, and the Senate voted to acquit the President - AFTER the election.
