There's a difference between just existing and thinking of yourself as a country. The Arabs of Palestine certainly existed, but they did not think of themselves as a country until after 1948, not seriously until after 1967. Before that they were Arabs, with ties to clan and location, upon whom the colonial powers had imposed the borders of syria, lebanon, jordan, egypt, and israel - none of which existed before 1920.
