The Soviet economy was dwindling but the per cent defense spending remained the same.
That means that real defense expenditures in the USSR acually FELL while Reagan INCREASED expenditures here.
But you don't have to understand that it was all a lie that Reagan "defeated" the USSR. You're a "true believer"...damn the facts.
