He is a very weak and deeply flawed man, plagued by insecurities, who lacks the confidence to follow through on a mission. I would say Bush early on stated his case with Iraq, made his outline known and followed through to the letter - stayed on his course through other nations and people questioning, nay demanding he back down - he stood by his convictions in the face of much criticism I would hardly call that a lack of confidence or follow through if that's not a hard liner, I don't know what is that disproves your words
