It's not actually billions of gallons of raw sewage......people in Milwaukee aren't THAT full of it! It's actually raw sewage mixed in with billions of gallons of run-off water from the recent massive rainfall. This is the first reference to where I've seen the Democrats are to blame for the weather but nothing surprises me here these days :-) Nonetheless you're correct in pointing out the nastiness of the event.....you'd think we'd have learned a little from the Romans at this stage! MON.
