Yes, Clancy's sources are top-notch. If you've ever researched with government officials (as I have) you know that they often bend over backwards to share all kinds of stuff with you, including secret stuff so long as they trust you. Back in the 80's a FBI agent told me he'd been told to drop a cocaine investigation because it led to a friend of Carter's. Pentagon guys trip all over themlseves to hang out with Clancy and feed him info. I'm sure he pays for it too. Also the Pentagon in general probably has an open door policy to Clancy who has helped them more than he's hurt them with his gung-ho characters. In Clancy novels the villains are smarmy Dick Cheney or Wolfowitz types, armchair generals with selfish secret political causes who screw the little guys and use everyone as a pawn. The Pentagon doesn't mind that at all.
