The interesting thing about this subject is that the ACLU
has, for years, been suing on behalf of the mentally impaired for the very purpose of having them released
from custody of mental health facilities.

Beyond that, long before Reagan was president, there was
a move afoot to bring the mentally ill into the communities as opposed to being housed in large mental hospitals.

I actually worked in one such community facility in
the early 1970's where the severely mentally disabled
were being housed in what used to be a small convalescent home for seniors.
