While it may have been true that there were people in the state institutions who did not belong there, the state had to make up somehow for the loss of revenue due to Reagan's tax cuts. As that article states, the promised community-based outpatient treatment facilities did not materialize. Hence, schizophrenics hit the streets. Some of them committed violent crimes and Reagan was blamed by some for that.

In this regard, the Greenspan-Cheney-Bush troika are taking a page from Reagan's playbook, albeit on a much grander scale: massive tax cuts followed by massive deficits followed by ...oops, can't pay social security. Get ready.
