Just use your common sense. it doesn't take a genius to figure this one out. Prince Bandar called Card and said "this is what we want". Card called Clarke and said "Let the Saudis go". End of story.

What you are saying is that Clarke lied to The Hill when he took responsibility. Before you answer, remember that Clarke's sworn testimony was deliberately vague. In that post 9/11 period, he was probably one of the five most powerful people in the White House. He was certainly in a position to authorize the flights. And that is the story he told to The Hill.

You also need to read Clarke's book. Very entertaining. He actually takes credit for supplying the Afghan fighters with Stinger missiles. Because of the nature of his job, he had significant contacts with the Saudis. It would not have been unreasonable for him to have gotten a call from one of his Saudi contacts requesting permission for the flights.
