I think that would be an inaccurate amendment. A lot of Democrats have criticized Bush's new social spending programs (mostly the prescription drug benefit) as not doing nearly enough. They would want to increase such spending. Clinton spent less the Bush (even taking in to account inflation, population growth and homeland defense spending) but Kerry has made promises that would amount to spending more.
