Bush Sr. and Cheney were big proponents of the "peace dividend" and after the Reagan deficits, including the S+L debacle costs which were a result of Reagan's beloved deregulation, they badly needed to balance the budget.
These type of cuts were made on a fully bi-partisan basis.

In fact, except for voting against the Gulf War, I don't think there's a single vote Kerry would take back if he wants to portray himself as a common sense moderate hawk.

This is also true of the CIA cuts which Kerry voted for (which Cheney agreed with according to Time magazine) which were really just wanting to take satellite money and put it into human intelligence, which is turns out is exactly what we needed more of.

The outrageous lies in the Bush ads about Kerry's voting record are just a desperate attempt to create an issue, to make Bush look stronger on defense when in fact Bush has actually made us weaker and more vulnerable despite record deficit spending on military items. We are bogged down in Iraq now and that has cost us on all other fronts. Our military is also overly stretched and exhausted, especially our special forces which haven't had any time off in years.
