The border areas were not empty....there were not 1500 tanks but the Iraqis had tanks and a large number of troops along the border...the main force was still pillaging Kuwait but it was easy enough to see where they would be headed next....

I don't remember the administration claiming any such thing. I do remember our guys running into some tanks on the way to Kuwait City.
