Those were the "peace dividend years" and most senators voted to cut defense spending, remember? Including m,any conservative republicans. We were at peace and had a budget to balance. That does not in any way signal any "weakness" on defense. Plus, after 9-11 our needs certainly changed and grew. Kerry realizes this more than anyone. Therefore, your entire thesis that Kerry is "weak on defense" is a screwball lie, and you know it. PS: Sometimes cutting defense spending is a very good thing, but not this year.
