That is exactly what my common sense told me. It's too bad the intelligence agencies couldn't see that too.

He had an obligation to disarm. He agreed to the terms in exchange for being permitted to remain in power after 1991.

It was supposed to be an inspection process. Saddam "drops his drawers" and reveals all. In exchange, he gets a chance to turn over a new leaf and enter the community of nations.

It was not supposed to be an exercize of "hide and go seek", with him continuing his aggressive bluster and leading everyone to believe that, given half a chance, he would resume his aggression..
