Absolutely. and you have pinned down the differences between the Presidency and Royalty. We dont want the continuity offered by a monarchy, have seen enough Kings and Queens and Emperers who can ultimately get too powerful .

This way if we get a bad leader, we can throw him out.

And you are right, each person was concentrating on doing their job, with the police in particular not having time to mourn. Considering the Capital had been grouind zero for OBL, and the building had to be evacuated earlier in the day. The same could be said for the fighter pilots, who were not just making a display but protecting the skies from intruders.
Being so duty bound makes the US a fierce adversary.
Willing to give up the golf games when duty calls.
