Given how the intelligence agencies have performed for the past twenty years, slashing their budgets by 3/4 would be sensible.

They have generally done more harm than good. They overestimated U.S.S.R.'s strength by a consider magnitude, failed to prevent 9/11, and were totally wrong about Iraq and the WMDs. We would have been better off if the agencies didn't exist.

Of course doing the sensible thing is totally unacceptable in the U.S., so Kerry will have to dance around it.

PS: Novak should be horse-whipped for being a slimy traitor.

Kerry warned Bush + Clinton of 9-11 style attacks several times in major speeches from 1999-early 2001. I have posted two of those speeches. Bob Novak is just being partisan. Bush is the one who was AWOL on terror prior and during 9-11, not Kerry.
