Remember the bussing experiment??? This statement: My point is that if you put good schools in place, and we know what is good, you can do wonders. ...would appear to make the bussing experiment null and void, as well as a huge waste of taxpayer dollars.

Millions of dollars were spent, bussing kids all over the country side to "better schools" in the suburbs.

More tens of millions were spent 'modernizing and adding curriculum to schools in the so called "Central Districts"...

Those hundreds of millions of dollars all over the country spent for the last 30 years appear to have no good at all. Kids still can't read, write, nor do arithmetic in way too many neighborhoods.

The student population was a mix of kids whose parents chose the school but had to live in the neighborhood and others randomly drawn

A combination of "innovative schools", which are "somewhat independent of the NYC bureaucracy" -- and motivated parents (and students) sounds very good. Unfortunately, most schools are "normal" - and the bureaucracy is an unshakable empire.
