Patriot act was passed by the congress, most of whom had not even read it. But it was Ashcroft who created it.

This is the first administration I know of that has arrested the numbers of people it has using this definition of "enemy combatant".

Since you know so much tell me when the definition of "anamy combatant" became the law.
