Tom, so you think the CIA should have continued with the reforms that Clinton started? Namely to rely more on electronic information gathering and less on field agents, and to make our methods more "politically correct"?

The CIA should devote its entire budget on collecting and analyzing intelligence.

Personally, I'm not sure that if the U.S. were to bring its military back to these shores entirely; adopt a policy whereby we'd not give aid of any sort or funds on any other basis to other countries; and if we were to put in place, perhaps, a ballistic missile shield/early warning system to guard against the chance of a rogue missile or air strike, those functions - collecting and analyzing intelligence - would even be necessary.
