Funny answer ;) I don't focus on technicals, but I have been burned before for not knowing why a stock is going down --- you might be missing a major fundamental problem. Sometimes the problem is not known to the market but is known only to insiders. I am a lot more comfortable taking a big position if I have a good feel for why a stock is down. Sometimes the market is not so dumb. Sometimes I am the one missing something.

That being said, it looks like a position worth taking --- at least a starter position. I don't necessarily think it is low risk (I'd call it a double stock rather than a low risk stock), but the upside seems attractive.
