CB, but I don't see why a prosecutor would seal the case. I suppose that was done because the outcome was doubtful, because the case was less than robust and that seems to have been the case because he wasn't convicted [if I understand the situation correctly]. An unsealed prosecution would mean a smear on his character, which might not be justified by the facts.

There are a lot of people who would like a smear of Scott Ritter.

I don't buy the 'tender-hearted' prosecutor business, whether female or male. These are hired killers and they enjoy their role. They want convictions, gaols and executions. Being goofy softies isn't the way to make a reputation as a prosecutor.
