The guidelines are fluid, and are changed depending on context. Relevant issues are a) who is being discussed, b) what was that person's political orientation, c) how does that orientation fit in with the agenda of the thought police, and so on. You get the drift.

Written guidelines would not work, because they would just be guidelines, freely changed upon a whim.
