That's not correct. UNMOVIC was only authorized to conduct inspections for 90 days following the passing of UNSC 1441.

They had no authority to remain in Iraq after that period.

Now if you want to claim that the US blocked the extension of the UNMOVIC mission, that would be more correct.

But then you would have to add that 8 other members of the UNSC also blocked that extension, because they were voting with the US to initiate military action against Saddam's regime for remaining in material breach.
