A manual recount is only required if a failure in the voting equipment or process is shown.

Al Gore and Joe liberman attempted to defraud America by feeding lies to a PHD from Yale and having him testify under oath about false statistics. And then also they attempted to fabricate a mechanical problem by have a political scientist testify about technical and engineering problems with the voting equipment.

I have no doubt that hating morons and other mentally retarded people would accept this dishonest sham from Al Gore and Joe liberman.

And by any honest person's common sense, selectively recounting only in places where one expects to pick up votes is not really wanting to know the the real vote count. It a clear legal gaming to win, not win honestly.

"and a separate recount if requested by a candidate, which could be a manual recount (Section 102.166.)"

There were conditions for this. Like machine malfunction, fraud, etc. These conditions were not met. You can't just ask for one for no reason. I think you are mistaken on this one.
