Saddam had utter and complete control over everything that took place in Iraq. Sanctions were falling apart. Oil smuggling was putting lots of cash in his pockets.

I think that he didn't need a huge conventional military force to become a nuclear blackmailer.

In other words, he was extremely dangerous, though the real dangers would become real in the future.
