It's better than the MAD doctrine under which we lived for two generations during the cold war, and which still is operative (though nobody talks about it). Under MAD, the consequences of a nuclear attack would not be the destruction of a single relatively little country, like Iraq, but essentially of the whole world.

I am pretty sure that Saddam or anybody contemplating nuclear weapons use against America or its allies understands that he will be instantly destroyed along with his country -- it's a much easier decision than MAD, which is official doctrine.
