How about the organization of an entirely new department of government; transitions of various other organizations to be run by it; innumerable legislative actions; major changes in the function of CIA, FBI, and other agencies; huge information-gathering efforts an numerous locations; major treasury-based investigations in attempting to locate funding sources. Man, I don't know, there are literally THOUSANDS of changes that have been made -- any one of which might take months or even years in the hands of less able leadership. Perhaps you've never dealt with the federal government bureaucracy.
