According to Glaspie, who was not the actual ambassador, not the person in charge, but an also ran, Saddam got her out of bed at an unusual hour, and seemed manic, talked to her for a long time, rambled, made little sense, and she was sleepy and said something dumb. It was one two-sentence exchange out of several hours of interaction about multiple topics. He taped it, she did not. He's never released the entire conversation, only bits and pieces that support his position. In other words, it's like the old jokes about movie reviews and book reviews, where the reviewer says "any intelligent person would respond to someone recommending this movie by smashing them in the face," and the publicist quotes them as saying "Smashing!"
