There was none. The FL SC changed the rules at least three times to allow it. Finally the US SC had to put a stop to their madness. The 1st ruling by the FL SC was mandated 9 to NOTHTING. The next ruling involving the new rules for counting that the made up was shot down by the US SC by 7 to 2.

A manual recount would have been legal per Florida law if there was machine malfuncition, which there was not or if there was fraud, which there was not. All reasons for the hand recount were shut down soundly in Florida's lower courts only to be be thrown out WITHOUT REVIEW by the FL SC. The ruling that resulted in illegal counting procedures reulted in a response from the Chief FL SC justice with warnings of a breakdown in the system. There was no law on the books that would allow Gore to hand pick the 4 counties he did, and the partisan FL SC had to be stopped before THEY TOOK AWAY Bush's victory.
