However, remember, during the Clinton years, the budgets for the CIA, FBI, AND the Military were cut by at least 25%.

Actually, I believe it was 40% across the board for DOD.

At least this is the figure I recall from a few folks who had to deal with the repercussions of those budget cuts, despite the fact that their mission requirements remained essentially the same.
