The section I cited clearly authorizes manual recounts. The Florida Supreme Court unanimously agreed.

Contrary to your suggestion, the US Supreme Court did not rule on that state issue; as an attorney, I am sure you realize that federal courts, including the Supreme Court, cannot interpret state law contrary to the interpretation of the highest state court. The United States Supreme Court held that the lack of uniformity in how the manual recounts would be conducted rendered the manual recount un constitutional under the 14th Amendmewnt, and then held that the lack of time to adopt such standards required it to stop the manual recounts.

But the state law still authorized it, and with adequate standards in place (like those in California), manual recounts would be permissible. Read the statute, Scott.
