Congress didn't help the cause of lessening dependence on foreign oil either, when they passed the law classifying SUVs as "light trucks" or the law allowing a tax break for buying a vehicle over 6,000 pounds, which includes Hummers, Ford Expeditions, etc, to anyone who uses them for "business." Frankly, the government can support R&D on alternative energy, but it's the market that has to make alternative energy products, such as the hybrid Ford Escape and Toyota Highlander coming out this year, a success. I also think that only high energy prices and consumer anger can overcome the political roadblocks to more drilling and refining. As Jimmy Carter found out, Americans won't conserve until they have to.
