The internal tensions go back to the creation of Iraq's borders by Churchill after WWII.
The Kurds had an artificial line running through them with the border with Turkey.
That entire structure needs rethinking but Turkey doesn't want a Kurdish state much less one that carves out a piece of Turkey to create it.
The Sunnis and Shi'ites aren't going to trust each other beyond joining to evict the US. Once the US is out, all bets are off no matter what form the govt. there takes.

It all comes back to oil again. If oil was less important, the "triangle" would sort itself out over time but it would be a mess.
But...it's a mess now, already.

The only reason the US is in the mess is the oil and the actions taken by the US are making it a situation where the mess is more likely to spread.

The bush administration is incapable of doing anything other than spreading the mess. They have no skills in diplomacy. One of the results is that more governments, whether it's right or wrong,
have concluded that developing nuclear deterrance is necessary. Another result that is exactly opposite to what bush is using as a sales pitch.

The very first step to bring things away from any "last resort" is to work toward a ground from which cooler heads are given a chance to prevail. That can't be done with bush in the White House.
bush is leaving absolutely no room to devote any time, effort, money, willpower or direction toward a strategic goal of reducing our dependence on oil...not just foreign oil. The entire infrastructure built around oil needs retooling. All bush has done is to work toward the exact opposite of what's needed. He's trying to reinforce the dependence on oil.
