Who exactly is paying the tens of millions of dollars to the executives? The shareholders in the form of dilution.

The options were granted at fair market value. If they are now worth 10s of millions then the share price has gone up and the shareholders have made a bundle. Furthermore, the company has bought back 3X the number of shares granted in options. There goes your dilution theory and you're proving the witch hunt theory.
