1993 was much more severe than that. It was a van/truck bomb with 1500 pounds of explosive and it caused 500M in damage, injured a thousand people, killed 6. It took 11 hours to evacuate 50,000 people whose lives were at risk in just the one tower. If the tower toppled into the other tower, 100,000 dead for sure. The attack failed because the perpertrators were not structural engineers not because of efforts by New York and Federal Administrations. The occurred. The attack was not prevented by law enforcement.
