They don't need crooked dice. What they use are games of chance where the rules favor them. The "crooked dice" was simply a simile for that.

In a poker game among friends, the odds are even for everyone. That is hardly true of a Las Vegas slot. You keep pulling that lever and feeding coins long enough, they will get you.
