Brief response to your question about the manual recount case:

- The statute I cited authorizes a candidate to go to any county for a manual recount. If the manual recount shows a discrepancy with the machine tabulation, then a full manual recount is authorized.

- The Fla. SOS contended that a full manual recount could be conducted only if there was a malfunction with the voting tabulation system, even tho nothing in the statute said that.

- So Gore had to go to court. The Fla. Supreme Court unanimously agreed with Gore that the statute did not require a mechanical malfunction and the United States Supreme Court did not disagree with this conclusion. Rather, the Court ruled for Bush on federal equal protection grounds.
