So then do you also propose that corporations not be given any tax deduction for stock option expense?

I'm not going to pretend to have all the answers. I just see people posting here thinking that options are given away at $0 cost and they're fuming about Kenneth Lay et al. They want to take it out on the wrong people. If Intel executives are making money it's because the share price went up since the grant. It's that simple.
